How rare is the shrouded ghost

A brand new solo slooper has that chance of any meg being a ghost. Now for the twist. Take the person on a crew with the highest number of fully complete commendations (level-5). Each commendation that person has completed increases the spawn chance by 0.0015% which seems insanely small.

Nothing currently available that you can get in the game is even remotely close to as rare as the shrouded ghost, and because it is random, no amount of grinding or effort will change that, which makes it special. It is also the hardest to kill, fastest and most aggressive of the megs. I’m thinking of collecting data on the frequency of Shrouded Ghost spawns, to finally crack how rare they actually are.
