When this happens the front turn signal blinks twice as fast and the rear does not work at all. When the blink rate is normal the rear signal works properly.

In your case though, it seems there is something wrong if you didn't actually request a lock/unlock. Try switching to 4lo and slowly zig zag a bit to see if it locks.... then unlock it.
