To get a skill card off a persona they have to know said move and have the icon to get it. Oh that's what he meant. Objectively right. It is ALOT harder to make Izanagi keep up than to just ditch him. You have to grind stats via shuffle time. Grind Levels (persona levels do factor into hit rate and damage) Grind Skill Cards in shuffle time or spend time.
